Woohooer/PortraitPanel
So, I have PortraitPanel, which can allow you to have up to 24 Sims in a household. As I understand it, I would also need Woohooer if I wanted a Sim couple to have a seventh (etc) kid when they already have six... right? I’m not particularly interested in the other Woohooer abilities eg Teen WooHoo etc, although I may use it occasionally.

Yes, that is correct. You can disable any things you don't want, such as teen woohoo which is disabled by default.

Woohooer/PortraitPanel
PortraitPanel does not increase the capacity of households in any way. What it does is expand the User Interface to include more sims' slots so that we can play larger households, however they came to be larger, without having to spacebar tap through multiple "pages" of eight sims each. If you wish to play with overstuffed (greater than eight) households, you will need one or more of the following mods depending on which way(s) you intended this to happen.
MasterController - strictly for MC commands such as Add Sim, Adopt, Pollinate (make pregnant by way of a 2nd sim), Instant Baby. MC has no impact on in-game activities, only on its own menu-driven commands.
Woohooer - to allow Risky and Try for Baby so that sims in already full or overstuffed households are allowed to get pregnant by actually woohooing on-screen (aka, the "old fashioned way"). Woohooer is a romance manager, one doesn't have to switch on things like teen woohoo/pregnancy or its other less standard features in order to enjoy using it.
Mover - required to ever move sims into or out of an overstuffed household by way of phone/computer and to perform moves, merges, and splits of overstuffed households using Edit Town.
StoryProgression - required for inactive households to overstuff themselves on their own while not being played and must be in charge of progression if the currently being played household is ever switched out of, as under EA standard an overstuffed household is not well defined and stands to fall/be taken apart by the game.
