I've uploaded the settings file. I would not be surprised if I'd messed up something with the settings, since I've messed around a lot with Story Progression without fully understanding what I'm doing. I'm just going to try once more with another female townie, this time removing the male and female castes from the allow can be pregnant for females.
How to allow male pregnancy by females?
Got it, after dinner I'll be checking the Settings.
The proposed settings aren't far off. The thing is you activated both gender pregnancy, so the game will have to choose which of the Sims will become pregnant, I believe in Woohooer or SP, the "Target Sim" is most likely to get pregnant.
If there was a block for the female sim not to get pregnant, than it would bounce back to the one who initiated the TFB.
The solution igazor suggested about the manual Caste, is a tad flawed, due to the fact it does nothing it all, if one doesn't select interactions, nor is SP designed to look up Caste Names, which is just for convenience purposes towards the user.
Damn I am hungry, will take some time though to check it, as my pregnancy settings last about 1124 hours in total even somewhere around 600 hours to even notice a Sim is pregnant, so please bare with me

So, I have the settings in and I might have figured out a solution.
Though I have some questions, answer them accordingly referencing the right number:
1. You want both Males and Females to be able to get pregnant?
2. If your active TFB successfully with another resident in town be it a male or female, you want your active to become pregnant, regardless who initiated the TFB? Or do you have preferences towards orientation?
3. This includes any Homeless, Service Sim (Handyman/woman, Mailman/Woman, Babysitter) or Role Sims (Mixologist, Tattooartist, Stylist, Cashregisterer)?
4. If an active TFB with someone in its household, you want the one "Targeted" become pregnant?
If its a 1. Yes, 2. Yes / No, 3. Yes and 4. Yes, I could make the adjustments in your settings quite swiftly.
If you want a go at it, it will require to make 2 new Caste reflecting the same as the Females and Males Caste, with one difference, adjust within the existing Caste Female and Males the following settings:
- Caste Match All Filters> True
- Caste SimType Filter> Active Family
- Caste Name> change it to Active Females and the other Active Males
The 2 new ones should be named accordingly, Non Active Females and Non Active Males with just the same settings as the Actives ones:
- Caste SimType Filter> Non Active Family
Within the Active Females and Active Males Caste:
- Pregnancy Can Be Pregnant Caste> should be; Active Males, Active Females, Non Active Males and Non Active Females
Within the Non Active Females and Non Active Males Caste:
- Pregnancy Can Be Pregnant Caste> should be; Non Active Males and Non Active Females
So whenever you approach a townie and do a successful TFB, your active Sim should get pregnant.

^- I couldn't test it fully, cause I might have some mod in my modsetup that's preventing male pregnancies. And will take me forever to weed out the mod.

- Let it load and once confirmed the settings are imported, give it a whirl.

Unfortunately I imported the new settings, had my sim TFB with a random neighbour and she gave birth to his kid a couple of days later.
However, I've just had a thought while I'm writing this. I have 'link to SP' switched off on Woohooer...and that would probably cause SP settings not to apply, right? I have it switched off because it doesn't allow me to go straight to Woohoo without making sims a romantic interest.
I'm going to go try it with the link switched on. I'll report back later
