There are ways to adjust the likelihood of romantic actions being accepted especially if the Woohooer Scoring add-on module is in play and Trait Scoring is being used, but looks to me (from what little we can see) that these two sims just met. Do they know anything about each other yet? Is their friendly relationship score being worked on or are they still strangers rather than friends with each other? There's typically a barrier to get past there before such flirts and actions will be accepted by the other sim.

But do they know each other's traits (any of them), zodiac signs, whether they are single, etc. yet? If you do a Scan Room on one of them while the other is in the same room at the time, are you getting high attraction scores between them, at least 100, or are they showing as lower or total 0s?

How to do a Scan Room? Suppose Sim A and Sim B are in a room together (possibly with other sims around). With Sim A being the active sim, it doesn't matter if any of the others are in the active household or not, click on Sim A themselves and select Scan Room. You will get a list of all sims in the room of the same species and a potential attraction score that Sim A has on them.
