Sorry to bother you guys – I'm sure you deal with this sort of post a lot.
Currently I've got The Sims 3 installed with the University add-on, no others. I have a Mods folder set up, in the right folder, with a valid Resources.cfg. I have two mods in the Packages folder: NRaas_Decensor.package and NRaas_Woohooer.package. The mod set-up seems to be valid overall, as the main menu confirms they've been loaded.
However, they just don't seem to work. Neither clicking the City Hall nor a computer brings up any NRaas menu. I keep reloading, and even tried making and moving in a new family, but never am I able to access the settings for the mod.
Any advice?

Script Mods can take a few sim minutes of the game clock moving forward smoothly before they load fully. Are you checking for NRaas menus immediately after the game launches and pauses, or have you tried letting it run for a bit first?
Also, since having installed the two mods have you cleared (deleted) the scriptCache.package file on the top level of your TS3 user game folder? A new one will form right away on the next startup, but this file needs to be cleared whenever Script Mods are added or taken away from Mods\Packages as it can otherwise get clogged up with stale information.

Sadly, even after deleting the scriptCache.package file and allowing it to run for several in-game hours, the NRaas menus still didn't appear after clicking a computer or the town hall.
I'm also encountering a weird issue where characters will simply freeze mid-animation, sometimes becoming entirely non-interactive in the process. Usually this happens on loading a new instance, but sometimes it'll happen seemingly at random.
So yeah, I'm just gonna try fully reinstalling the game. I'll let you know if that solves it.

Maybe the problem is in the extra letter "s" in the file name?

Reinstalling this game is almost always taking a sledge hammer to a collapsed wall. The problems are always in the user's documents folder. Fortunately, I didn't have to! I updated my game, and lo and behold, the mods work like a dream.
