When I bring my pet to Uni I can no longer them and hug them. I can still feed them a treat, talk, let them sniff me and play with them but I can't pet and hug them.
It reverts to normal when I leave I am just wondering if this is normal of a conflict on my end.

Yes, 84 at home and 84 there, I only lose those three interactions. Maybe your pet is trying to tell you something, like they really don't like to travel. Or they wish to enroll and go to classes with everyone else.
Does anything different happen, while at Uni, if you MC Cheat your relationship score up to +100?
Is your pet selectable and can they as the actively controlled sim initiate the affectionate commands, such as hug and lick face? Not happening, even after a few uninterrupted other friendly interactions is a row?

To be honest, I dropped out and I was just going to go back without the cat but to answer your questions.
I never tried that.

Thanks for the assistance mate but the cat was a nuisance in the dorm, always interrupting people trying to do things and I don't want to turn her free will off so I'll just leave her home.

Pet to university
While I have you though, any tips for dealing with unroutable Sims in Bridgeport? I've tried everything I could find off google and have the routing fixes by twoftmama but it still happens a couple times per sim day it seems if not a little more.

Looking through the Forums here I found a few ideas, I'm going to just turn the entire downstairs into a lobby so they no longer get stuck there and then I should hopefully be able to ignore them.

If you have the automatic reset of sims found in unroutable situations switched off in Overwatch, you may at least sometimes (the game itself resets sims when it notices this and that can't be switched off or at least not as easily) be able to MC > Focus on them to see where they are getting stuck. Sometimes it's as simple as one or more doors needing to be reset.
OW > Settings > Stuck Check > True
OW > Settings > Stuck Check Auto-Reset > False (this one is True by default)
Elevators malfunctioning and needing to be reset can be common, as can there not being enough space in the building lobbies to maneuver in and out of these elevators.
Another huge recurring problem in Bridgeport is inactive resident sims instantiating out of semi-hibernation and landing inside of the blacked out private room markered units intended only for homeless NPCs to hibernate into, from which the resident sims cannot leave. And since they were coming out of semi-hibernation, it's probably time for them to go someplace or the game is pushing them to do so.
The solution for that one is a bit tedious, but don't have private room units on the ground floor of these buildings and only allow them on the upper floors. It can take a while to slog through each building to make such changes, but I found that it helped with game performance a lot after finishing the task. Buildings with no elevators and all (if any) NPC-only units on upper floors would be the best, but of course we don't want the residents of what we are pretending to be a penthouse apartment with a view of the entire city skyline having to walk up and down 40 flights of stairs to get in and out (and we can't really have 40 story buildings, it's all part of the illusion).
And finally, there's a small number of breaks on the world map that sims tend to get stuck crossing, sometimes leaving them stuck on the side of the road and sometimes transported to the edge of the map up in the mountains. Then they really do need to be MC > Reset. EllaCharmed's fixed map takes care of some of these, but I don't think even she caught all of them. And you would probably have to begin your Bridgeport residency or the game over again to use a fixed map like hers if you don't already have it in play.

you mean the rooting fixes by ellacharmed from MTS right?
Bridgeport has also problems with some lots like igazor noted. It's a lot work I guess.
