Traveler documentation has this enabled by default: Perform Travel Actions

• Whether to perform EA Story Progression travel updates when visiting a world you have previously visited
• Default: True

If I have NRAAS Story Progression installed, will it be working here instead of EA SP?

I believe this refers to the one-time EA progression actions that you can see imposed when you reload the world. For example, the game may create new children for existing couples. This is different than NRaas SP, which pushes things to happen as you play.
