So there is a Sim from the France world in my game named Toussaint Boutillier. She is greyed out in my homeworld Riverview which is fine, considering she is not from Riverview. So I travelled to France to try and have her move in with my Sim, but she is greyed out in France too? It says her homeworld is France on her picture, but she apparently does not exist in the homeworld or the EP world? Where is she? I tried using NRaas to move her in, but it says there is "no sim matching that criteria".
My best guess is she was a randomly generated townie that was assigned to something by Register and got lost in translation at some point, or she is a service Sim. If she was a service sim though, I should still be able to invite her over no? When I click her picture it says Chat Long Distance, Texting, Send Love Letter, and Invite To Visit. When I invite her to visit though, it only shows the sims from China (one of whom is my sims deceased wife, who's stone I placed in the China graveyard). Where is she? lol

I once ran into a problem where a sim within a single town could get lost. The character couldn't be found among the residents, the homeless, or the npc, and it took a bit of work to get sim back to his original place in the world. To check for sure the status of the missing sim with the MC, select the "all sims" category in the "types of sims" (in any case, this should be the category with the highest number). So it will be easier to find her and you will be able to decide whether to settle her in a house. Who knows, maybe the game thinks she's already dead?

If the sim is "stuck between" foreign worlds, a good way to manage the MC filters to see if an Invite Over or Add Sim command can be issued in the context of the homeworld (Riverview) would be MC > (path) > (command) > Homeworld > "X" to dismiss the choices. After what might be a very long pause, a list of all sims in all local and connected worlds for this ongoing game should appear to choose from.
If they don't show up that way at all, we can probably conclude that they have already been removed from the game for whatever reason. Or at least that they are not really reachable from Riverview.

For some reason, this method only gives me a list of live sims. Ah yes, also, I had problems with the option to add a sim in the case with missing sim. I used MC for this, as usual, but something went wrong and I received report from ErrorTrap. That is, the sim was added, but the character was absent and his house was empty. In the end, Overwatch helped (the "return missing sims" option), but I think I was just lucky that time.

She was not found in the Invite Over or Add Sim options in Riverview. I will visit France again and see if she is available that way there. If not, I guess she is gone and just stuck in my Social panel.

Okay. This is officially weird AF. I visited France to see if I could find her, and used the Add Sim command. Toussaint Boutillier is on the list, but the Sim is now a male Sim (with blond hair) listed as "stranger" while the female Sim (with brown hair) is still in my friends list as a "friend" and remains greyed out. WTF

When a sim remains on a family tree or relationship panel, that doesn't mean the sim still really exists within the game. The tree or panel entries can be just a tiny bit of data left over from when the sim really did exist.
