There is a tweak in Retuner but not a global one. Unfortunately, it looks like each category of object would need editing.

For example, I found the Cheap Shower under...
City Hall > NRaas > Retuner > Settings > General > By Tunable XML > Sims3.Gameplay.Objects.Plumbing > ShowerCheap > kRepairableTuning > UpgradeUnbreakable > UpgradeTime = 240

I believe the 240 is in sim-minutes, which would equate to four sim-hours. So to reduce it by a third, change the 240 to 160, or 180 to reduce it by a quarter, if I've calculated it correctly.

I would imagine all other upgradable objects could be edited in the same way, following similar paths in Retuner.

Could you not just do it through Relativity?

Relativity -> skill gain factor -> Handiness (increase)

That would change how long it takes, all other things being equal, for the Handiness Skill to increase to the next level and increasing the factor would make it more difficult (take longer). It wouldn't change how long it would take twiddling a wrench around or banging on things with hammers or whatever to upgrade a specific object.
