How to specifically disallow Ghost Hunting for "Townies"

There's always an issue with lots that have been inhabited w/ ghosts. The music goes on and on and the lot stays... inhabited w/ ghosts. I went into SP and "disallowed" Ghost Hunting, but Mr. Irwin still seemed set on becoming a ghost hunter. 

I'm not sure if this is because he already was before I "disallowed" the career or not. Is there anything else I need to do to disallow this career for Townies? Thanks.

If you have Storyprogression installed you can disallow career ghosthunter for all in the town options. Or under Sim Options Caste "Inactives".

I have ghost hunting disallowed as a career in SP for all in the town options. I have never had a problem with this before, but twice in the last couple of weeks someone is ghost hunting on the next door lot. does anyone know how I can get rid of this? please?

Does that someone show that the career is disallowed for them personally in (parentheses) on their Sim Options? If not, then a caste or some other level of SP options would be overriding the Town Options setting.

I had the career disallowed for everyone, under SP > town options > careers > disallow.

But I managed to find out which sim had that career, and went into MC and just changed it.

I don't use castes much, so I don't think it was a caste over riding the SP options

The point is that Lot, Household, Caste, and Sim Options will always trump Town Options. It's not the other way around.
Town > Lot > Household > Caste > Sim

Settings flow from left to right. Explicit settings on the right will always trump (override) those on the left.

Another possibility is that the sim got assigned the career somehow even though they shouldn't have been and SP was taking a while to "notice" and fix it. That would be a function of how long, in sim minutes, the Career Manager cycle is set for on its Speed command.
SP > General Options > Options: Careers > Speed
