First let's start with a rather humorous story about how I've played this game since like 2011 and I had NO idea that garage doors actually open, until today! I guess since Sims don't actually park their cars I just never knew, but I accidently clicked on a garage door today and saw the option to open the door so I did. LOL! Now I am curious as to whether or not Sims will open them on their own? Like if I had no other entrance but the garage would they auto-open like other doors? hmmmm...I'll have to try that out. But that isn't the question referenced in my title.
I keep having odd issues with Sims trying to move in together but the game is saying they can't find a place! Sometimes this is obvious and their own homes are either too full or they don't have enough money or one is a designer and there's no workstation or whatever. But often there isn't any real issue I can find so then why don't they just move into one or the others home? I have had many situations, like today, where one sim is in a one bedroom and the other has a 3 bedroom, yet the game won't move them in together? In this particular situation the one bedroom only has a single bed, but the other's home is plenty big! I thought it may be a home inspection thing, but one Sim's an actor and the other in the medical filed so there aren't any objects needed like a drawing board or easel. It's not a huge deal because usually I just go into Edit Town and move them myself, but I don't understand why this happens so often when there are obvious choices yet the game won't move them, other times they move into a home just fine?

I've never seen a sim open a garage door on their own. I thought it had something to do with the red "target" symbol next to the interaction, which means it is player only. But TV's and Radio's have that target for turning them on too, so I don't know.
Sims moving in together also needs a reason, like friendship or marriage. I don't think they'll move in together just because one has a bigger house.

The symbol (which has a name, but I'm blanking on what it was) signifies an immediate interaction for the player, but the object can still have other interactions on it for sims. In the case of the garage door, it has no other options so sims will not use it or route through it when it is closed.
I think more details are needed on what notification it is that is informing you these moves are attempting to happen. Does StoryProgression report that? What scenario is pushing the sims to move?

I had a similar issue a while back that I never managed to resolve:

In this same save, although I think not the same branch (there's been some reverting to older saves in this one), I had a different couple refuse to move despite the fact that one sim's house had lots of room and lots of stuff, including beds and food bowls for the dogs the other sim owned. I finally moved them in together through Edit Town, and then an MC Focus: Home Inspection didn't turn up anything wrong with the new house. There weren't any currently-empty houses that would accommodate one sim's horse, but the other sim should have been able to move in with them.
It occurred to me more recently that perhaps the problem was that the sim who would move with her dogs was writing as a hobby. This is Vera Blackburn of Appaloosa Plains, who's in the military and has the Renaissance Sim LTW, so it didn't occur to me that she'd need a computer. But she was definitely writing novels, according to SP, so maybe that was it?
Or maybe this will be forever remain one of Sims 3's great mysteries.

Yes, these sims want to move in together, they are married, but have no home. Sorry if I was too vague. This was all according to the messages I get from the game. This is one example of many over the years I have a married couple in town who want to move in together, but the game says they cannot. My issue is when this happens and there's seemingly nothing stopping them from doing so. Example. Robin Littler is in a basement apartment with one single bed, but he's got over 20K in simoleans and Jake Jones has a 3 bedroom apartment near the Bridgeport bridge with no roommates and over 30K...they recently got married, so logic would dictate Robin would move in with Jake, but the game says they can't find a home due to housing market or whatever. Sometimes the game will do the right thing, but too often I have to force the issue and I was just wondering why the game isn't seeing the glaring problem.

You could try turning on Prompt On Inspection Fail under SP Options:Inspection, which will tell you if these households are getting a failed inspection each time the game tries to push their move. I am not sure how much detail it gives on why it failed, but it's a start?
Could this also be an issue with Move In Preference (Determines which household gets preference when a couple moves in together.)'s default being coin-flip, if the RNG picked the partner with the home that fails an inspection? I don't know if this gets rerolled each attempt, but it's the one other thing that stood out to me when I checked the move in options.

this is one of my pet peeves.
