Custom Name List not entirely working

Hello all! This is my first post here. I've had this question for a while so I finally created an account after not being able to find a solution :p
So I created a custom name list using the template created for SP, and I made sure to edit it and (as far as I know :P) made no mistakes in formatting. When I go to the game and activate the Use Custom Names Only to True, the list works for newborns, but not for inmigrants, they still get kinda random names and completely random surnames, which makes for some pretty silly name combos. It seems the first names are applied sometimes tho. Can anybody help me?

Do you also have the module Population installed?
Use-Custom-Names-Only-StoryProgression-Interactions

then under Options: Immigration/Emigration
I think you need to use "Replace Service Sims with Immigrants"

Hello! I'm sorry if this is too late but I just want to say that I set the option to true, but it still doesn't work :( All townies still get names that aren't on my list

Did you also enabled the Use-Custom-Names-Only under options: Sims immigration... for service sims?

I'm like 99% sure I have, so far it's only worked for naming newborns

and under option: lots immigration too for residential Sims who live in a house

Because the default generation samples bin sims, their names get mixed into the pool as well.

From the Custom Name section of StoryProgression's FAQ:
When re-populating your Homeworld with EA's newly made immigrants, there is a high chance the game will use multiple existing names from your Pre-made Households in Edit Town (commonly known as Game Bin Sims in your Library Folder) and give those new residents their last name.

To resolve this issue, follow these steps:
  1. Pause the game.
  2. Turn on Immigration. See the Story Progression Immigration page if you do not know how to do this.
  3. Within City Hall/Computer > StoryProgression > General Options > Options: Lots > Options:Emigration/Immigration > change the following settings:
  4. Chance of Bin Offspring > 0
  5. Equal Chance to All Bin Sim > False
  6. Immigration Disallow Bin By House > LIST, select all Pre-made Game Bin Sims whose last name you don't want to be used.
  7. (Note: The above options will be hidden if the Immigration Gauge is set to 0; set it to some positive number to continue).
  8. Rapid Immigration > 1000
  9. Unpause the game.
The game will now slowly fill your home-world with new immigrants, every 10 sim-minutes per household. There is a slight chance that the game will use the last name of one of the active sims you're currently controlling but if that happens, you can rename them with MasterController.

Hello! I have the game open rn and I can see I have both option for inmigration set to true (Use custom names only) However that doesn't seem to solve the problem. I set rapid inmigration to 1500 (was 0 before) to see if that does anything, but it's not that my Sims are getting assigned names from the Bin, they're getting random EA list names that look really ugly and are not in either Bin or my custom list. I'm pretty lost as for my remaining options :(

Rapid Immigration
When enabled, the progression will immigrate in the specified number of family in rapid succession

So no, 1500 is really not what you want :-)
For testing use only a few 2 to 5 "households = families"
Attention: You need to have the same number unoccupied residential lots in your world!

Please export from SP via city hall your SP settings
1. make a zip
2. add your custom name package to it
3. name the zip guugas_SP
4. upload it to a third-party cloud service like Dropbox or Google
- with permission that everyone with the link can read, download the file

This way we can have a look.
Which version numbers of SP do you have?
