I'm not sure I'm understanding your question completely so to confirm, do you mean you want to stop any sim in your town from becoming a Ghost Hunter?

If so, you can do that with NRaas Story Progression using the following option.
StoryProgression-Interactions#Career-Disallow

So the exact path would be City Hall/Any computer > NRaas > Story Progression > Town Options > Career: Disallow > Ghost Hunter.

Are there Urns or gravestones on the lot? If there are then they will occasionally pop out to haunt, you could move them to the mausoleum at the graveyard. If they are out you can click on the urn or gravestone to make them go back.

Ghost hunter ghosts look completely different from normal ghosts though, so there shouldn't be any mix-up.
