This is something I screwed up, but I can't figure out how to fix it! I'm hoping someone has an idea. Here's the deal.
I created an SP set-up with an extremely complex caste system in a world where I wanted pretty much everyone to be an occult or a hybrid. I then decided that I wanted to use the caste system I created in other worlds where I don't want everyone to be occult, so I exported the settings via Overwatch. Now, when I import those settings via Overwatch into other worlds, I set the occult chance in the general Options: Lots/Immigration and Emigration settings to 0, but still every Sim that gets generated (including service/homeless, since I have those replaced with immigrants, even though Chance of Occult is set to 0 there, too) is an occult.
Other settings that I thought might affect this:
Chance of Bin Offspring: I have this set to 0, but even if I didn't, I have no households in my bin that include occults.
Chance of Hybrid Offspring: Is set at 50, but even when I set it to 0, I still get all occult immigrants.
Town Occult Ratio under Options: Sims: Is set to 50 for every occult type, but these seem to be the default values since they're in parentheses, so I didn't mess with those.
Clearly, I'm missing something I need to turn off or adjust in order to stop this, but I'll be damned if I can figure out what it is. Help? I really really really don't want to have to re-create that caste set up if I don't have to, so for now I'm just manually removing occult status from the sims I care about, but I'd rather not have to do that.

Try changing the following two settings from 0 to 1 to see if that helps. A 1% chance isn't much.
SP > General Options > Options: Lots > Options: Immigration/Emigration > Chance of Occult
SP > General Options > Options: Sims > Options: Immigration/Emigration > Chance of Occult

The replacement function for those doesn't always happen right away, so sometimes an NPC will spawn, then later as much as the next sim day pick up their correct Replace with Immigrants settings and then morph into the sim we wanted them to be.
Also, if this is not an EA world, then perhaps these NPC sims are not being created on you but they just came with the world as occults?

Yeah, I've tried all sorts of numbers with those two settings (including 0, which they're both currently set at), and it's still all occults all the time. The save I most recently started using the settings has been running for about a sim-week, and none of the homeless have changed, and it's a custom unpopulated world, so no pre-existing sims at all, much less occults. I've played in several different such worlds with the same result, and I've used SP in other worlds without those saved settings imported, and I don't get occult overload. So, it has to be something wrong with those exported settings. I've looked at literally every setting in the mod, and messed with anything that might vaguely be related to occults and immigration, but I thought maybe someone like you might know of something not-obvious that I overlooked.
I'm thinking something just got messed up in the export (or import) process. Perhaps Overwatch shouldn't be used to export/import Story Progression settings, though everything else seems to function fine. At this point, I'm resigned to having to re-create the caste structure in a fresh save. Then I'll export those settings via SP itself to use in future saves.

You said you played a savegame with all occults before. Did you save many of those households to your library? If you let SP generate role and service sims with genetics that are taken from the "bin", it will use what you have in the library, and if all it finds is occults, occults are what it will deliver.

No, I don't allow SP to draw from the bin to create Sims, and even if I did there are no occults in the bin. I'm on a shiny, zippy new computer with a game fresh install, so all that's in the bin right now is the EA families. The exported settings were doing the same thing on my old computer, though, so the new computer/fresh install isn't the issue. Unfortunately.
