I have Story Progression enabled, immigration gauge set to 1, and I always set rapid immigration to 10. I am playing in a unpopulated custom world and would like to add some families asap. No sims are moving in at all.
The rapid immigration goes down to 0 after minutes of setting it to 10 of leaving the game unpaused. I have Manage the Homeless and (I think there is another homeless sim setting somewhere) another homeless sim setting set to false. I have my maximum population amount set to unlimited.

When you enable rapid immigration you must add a higher number than 0, and depending on your settings like
1 either a single sim or family will immigrate after some minutes unpaused game.
Of course there must be valid residential lots too.

Immigration not working
My first thought would be whether this world has suitable homes for families to immigrate into, as this process still goes through all the same checks as any other immigration such as home inspection. Possible that the moving in is being canned if the world you are playing in has unfurnished houses.

I set rapid immigration to 10 and after minutes of playing the game unpaused I check it again and it goes back down to 0. I check to see if any sims actually moved in and nobody ever does. I have largest family size set to 8. I play in St. Claire. This custom world has plenty of furnished family homes. I have largest family size set to 8. I would not recommend to fill inactive residential houses with too many sims, your active household yes, but this can later cause performance issues.
And yes the houses should have enough beds too. I think a lot Information you find on the immigration FAQ.
Rapid immigration always resets to 0 when finished.

Immigration not working
Rapid should function just like any other immigration scenario and produce all kinds of households for the available homes.
Aside from testing with all default settings and/or in a different save/world to find out why it isn't working, is there any reason you aren't using the save file that comes with St Claire? That being the way custom worlds are populated by their creator.
There's an archive of the download here if you had an older one that didn't come with a save.

Immigration not working
It's something about my settings that make immigration unusable. I had to started a new save and was able to immigrate some before I imported my settings. I'll just do that for now on.
