As the title says, I am not sure why the Rapid Immigration in my game is not working and it is stressing me out because I am not going to create more sims.

This is a custom world and I have created 11 households myself. The population consists of 11 households, 29 residential sims, 100 service sims, and no homeless sims. There are 24 unoccupied lots and pretty sure every house has double beds and fridges (except empty lots tagged as houses). I have set the Immigration Gauge from 10, 15, 500, 1000. I have set the Rapid Immigration for 5 and 15. I have set "Rigorous Home Inspection" to False (the one under SP > General Options > Options: Lots > Options: Inspection). Nothing seemed to work. I only get the town survey immigration point notification once out of all attempts I made and it said 0. I want to know if the notification will always pop up when I change the Immigration Gauge or there is a certain time.

I am running out of ideas and I feel so alone since nobody seem to have my problem? Any help pointing out mistakes will be very much appreciated!

The immigration gauge , if it is small like 1 then the manager checks faster and if
jobs are needed or more Sims to let the population get balanced it will generate sims.
instead when setting high like 100 it will surely not happen. You can activate notifications for it.

Rapid should work. depending on your settings
1 is one single sim or a family.
It will take some minutes and you will get prompted to set career...

I don't know why it is not working for you.

the notification I mean gives you 3 summaries
you say if gauge is low like 1 or 10 all three parts like career you are seeing a 0?
then your town is truly set up perfectly.

(even 100 service sims sounds very much to me)

Tes again with a single sim, change the settings for SIM type and gauge 100 and set rapid immigration to 1.
UNPAUSE game, wait some minutes.
