I want my gameplay to be realistic and rich in gameplay, so, what i want is to disallow progression beyond a certain job level if a sim doesn't have the needed degree for it. I think that would be more incentive to actually attend university in the game.
So, my sim could clean out bedpans, but not become a neurosurgeon without a degree.
Oh, and if it's possible, can i pair that setting with this mod? (The multiflavored one)

To answer this part of your query, yes, you can pair the settings you'll need with the University Degree Tweaks mod as it's only a tuning mod.
The mods on this site (NRaas) are scripting mods and therefore, do not generally conflict with tuning mods.

Well I don't know if this can be made. Because most of all your inactive residents in town will not get a degree, also not with that mod in addition
1. to get an degree you need 8 points otherwise you don't have any
2. also with your active sim you will experience how rare it will be to reach
3. the degree gives only the benefit to start at a higher level 4 in the career
I personally gave up and give all my students shortly befor they finish (Sunday evening) the appropraite 8 points so they have a degree via Mastercontroller.
You can use MC - focus on sim and filter for
Type of Sim (Or) --> has degree
