Some time ago ,Before switch household sim´s level was 1 and when I return after some time (example after night - morning), he has level 3 in this skill. But now, it doesn´t work. I have missing some modules, or why it isn´t working?

The game will usually cancel inactive interactions when they are no longer on screen after a period of time. That has been the case for a long while now so I'm not sure what you might have seen prior. If you have SP skill they will be pushed to skill around this limitation so maybe you are missing that.
