is there a way using Retuner mod to stop sims with the inappropriate trait from autonomously kissing other sims?

else by General>SocialAction>Kiss>Autonomy set to false because this will kill everyone's ability to kiss which probably means no one in town can woohoo which means no try for baby unless sims are married?

if you only want sims to not get caught "cheating" I think the best is woohooer's set kiss to for romance score set to false

That would be kInappropriateTraitRomanceLikingGate - this is what controls the lower long-term relationship score Inappropriate sims need to access romantic options. The path is NRaas > Retuner > Settings > General > By Tunable XML > Sims3.Gameplay.Actors > Sim
It's a pretty big XML, but it's in alphabetical order so you should be able to skip down to kI.

Changing this to something reasonable will grant them the ability to read the room a little better, but still have access to that autonomy in situations where it is appropriate.

to what should i change it so it's the same as a sim without the inappropriate trait?

The default liking gate seems to be -18, while Woohooer has it at 0 (acquaintances).
I'm assuming it must scale with the interactions themselves, so this is the LTR that the most basic flirts are available. But if you notice they're still trying to get their kisses in with strangers, you can always bump it up.
