Uhm, with kids or with each other? I'm not sure animations exist in the game for this if you mean with each other...but maybe I'm not understanding the question.

I assume OP wants their Sims to be able to play peekaboo with toddlers the way child Sims are able to.
Igazor is correct when he says that the game lacks animations for teen and adult Sims to play peekaboo with toddlers, so simply enabling the interaction for them will not work very well.
Fortunately there is a mod on mod the Sims that unlocks the interaction for teens and adults and it includes custom made animations. It's called "Adults can Play Peek-A-Boo & Hug Toddlers" by TheSweetSimmer.
