Okay so, I've been following install steps, have the latest version of mods, have the framework/correct folders and the resource.cfg, but mods won't register at all.
I'm not getting the popup re mods installed when the launcher comes up, and this seems to be a wider problem with cc as well. Only some installed cc appears in game and they are the sims3pack type, while others and normal .package types won't show at all. (all cc is for sims 3)
I have the latest patch/version of the game through origin, along with all expansions and stuff packs.

I know you advised you have the framework/correct folders installed but would you please take a look at the Illustrations On The Framework Page and confirm that is what you are seeing in your folders.
You won't see a custom content (objects hair CAS stuff) pop up when you load the game.
What mods do you have installed that are not showing when the game loads? There should be a pop up for those.

If you have NoCD installed then you won't get that popup. It disables the popup have you checked in game to make sure that the mods rare working or not?
The popup in it's self only means that the game detected mods and it only does it for script mods. Tuning mod and other types of CC installed as packages won't show up on that pop.

Yup that is what I'm seeing in my Mods folder.

I realize that I won't see the CC pop up when first loading the game but it's not appearing inside the game.
None of the mods are showing up- and I have quite a lot I'm trying to use.

Try replacing the Resource.cfg with the one here http://nraas.wikispaces.com/file/detail/Resource.zip
