So in Bridgeport, a premade sim, Tiara Angelista, is supposed to NOT know who her father and step-siblings are despite the fact that they show up in her family tree. Is there any way to edit Nraas RelationshipPanel's settings to make it so that this doesn't happen??

When are they reappearing? On save/load, or after switching household?

I just checked and she doesn't know them by default, but RelationshipPanel can't really do anything about her meeting them out in the world- whether by autonomously interacting, or being coworkers, etc- when she's inactive. If they're appearing in a different way, maybe someone else will know more or if a non-NRaas mod is to blame.

It seems to happen every time I load the save/switch households and I’ve kept the world paused pretty much the entire time so there’s no way she coulda met them elsewhere not to mention she weirdly started off knowing who they are for me…

you can try changing the relationship to
Stranger via Mastercontroller
sim - intermediate
Long Term Relationship: By Category

Then save as new name (or number at the end, like with nraas Saver).
Quit
Restart
and see if it reapears

Upon further testing, it only happens whenever I load the save and I tried doing as you suggested but it didn't work unfortunately…

hm, ok there is one more option you can try:
In RETUNER you can set: under General -> by tunable xmlGameplay.Socializing.SocialComponent
kNumDaysAfterWhichZeroRelationshipIsDropped
<Value>3</Value> is the default
-> change to 1 or even 0.5 or 0.1
It's the day, 0.1 is about 2,4 sim hours (If I counted right), 0.05 for 1,2 hours.
You have to let the in-game clock run to see if it works. This way all 0 value Relationships will be deleted from the panel automatically.

You can set the relationship in MC also by value.
Or check with it which number your SIM has to that special one and set it to 0.

I hope this helps. otherwise you have to click to delete it if nothing else works.

Welp seems like theres not much I can do about this I tried starting a new Bridgeport to test things out and Tiara started out not knowing the Littlers but once I quit and loaded the save she magically knows them in her relationship panel I don't even know if this is a Sims 3 issue or if it's caused by a mod

Easy way to find out. Remove them and see if the results differ.
