I have the compatible version of the smooth patch since Lazy Duchess updated. Is that still a problem?
Yes, the update is expressly the one that is broken and marked as unsupported on the announcement.
Neither of the packages should be used in combination with NRaas MasterController.

Many enjoy the benefits of simply using parts from the manual install. I finally tossed those as well recently, just far too experimental to have in play while trying to test other things.

Just to clear things up - is it safe to use the modified version that's provided here?

I doubt there is a definitive answer to that question right now.

I haven't gotten any reports since that post, so I can assume that this version must be fine, otherwise I'd try to fix it or just remove the archive from public access. Test it on your game, and if something goes wrong, delete the file.

I've tried it and I haven't encountered any severe issues. I've used the official one and had several problems including blue screens but I didn't know at that time, that the smooth patch might lead to such issues.

Is there some sort of a not to complicated technical explanation what the smooth patch does? This would interest me very much because I'm curious as to why this can also affect the whole PC system.

I was wondering the same thing, but the only explanation from the patch description is "This mod alters the speed at which the game's processing runs, which improves the overall performance of the game and some loading times". I tried to find details about ticks per second, but mostly the information on the internet is about online games (usually shooters). From what I understand, it changes the speed of the internal time that the game relies on. In the case of TS3, a lot of processes are sped up, such as the speed of interface animations or timers (This is clearly visible in the example of this mod, I experimented a lot with it while making a fixed version. With Smooth Patch and a high TPS value, the timer in the main menu expires very quickly).

I haven't had any blue screens, but I would try searching the error code in that case. Maybe a Windows integrity check, reinstalling drivers or Visual C++ Redistributable could help.
