No one knows everything this mod can do. Did you know you can tune the size of your sims nostrils with this mod? I'm kidding.

while digging around finding a way to make an interaction autonomous that isnt in vanilla game ( reading newspaper, jogging calling pizza, repairman,...), I have found that most of these lacks an option called "advertised output". As far as my understanding goes, this is the factor that push sims to perform certain interactions, according to their basic and personal needs.
Is there a way to add these "advertised outputs" as an option for every interaction?

I don't know how this can be done with Retuner but I have made my own tuning files of game files and added a line with this option (when I want the sims to do stuff more or less autonomous for example).

I think adding new advertised outputs to interactions is beyond the scope of Retuner. I'm no expert, but I'm also not certain that would be sufficient to make certain interactions behave as expected when used autonomously. With ordering pizza for example, I'm not sure sims would be patient enough to wait for it to arrive. They'd probably try ordering a pizza when hungry, and then when it doesn't immediately fill their need they'd either try ordering again or just go start cooking something.

+1 for the mention that Sims are not smart enough to juggle multi-step interactions.

In addition, while advertisements are related to autonomy they aren't the same thing. Toggling autonomy on is a separate thing.
If doing so doesn't reveal additional options, such as the outputs, I'd also warn against trying to add them to interactions that didn't have them.
The point of these advertisements isn't to trick sims into doing things, but to convey what needs they can solve with the interaction when they're trying to do so. Neutral interactions like jogging or calling for repairs shouldn't advertise that they solve a motive, or sims who are trying to tend their own needs will choose to do them.
