Maybe it has something to do with the object, the pet tries to interact?
Does this happen randomly everywhere or on special locations, objects like elevator f.i.?
When you reset the object and repeat action with the pet, is it gone?

Alright. Just happened with a random stray outside my front door, this is going out of hand-

hm, I really don't know why its happen to you, because I have never encountered such stretching.
Can you make a test with a fresh world? create a sim + a pet in CAS (fresh)
And play a half sim day or so, does it happen here too?
Save as - name test
If yes,
1. move all non nraas mods out to backup folder like on your desktop.
2. delete all cache files as usual when moving out a mod
3. start your test game again.
If it does not happen again, then obviously another mod you moved out have caused it.
Put just a few back and repeat 1-3 until it happens again so you then need to find the culprit.

As I think about it, I'm not sure I've ever seen this happen in my primary games with lots of mods. I only see it in games that are minimally modded. Could it be possible that something (likely NRaas) is already fixing it, possibly by accident?
When testing mods, I always have MC, DebugEnabler, and ErrorTrap, but usually nothing else except the mod I'm testing. I do see the stretching cats with that setup, though it sounds like the OP may see it a lot more than I do.

Okay, sorry folks. I know you are all trying to be helpful but all this going in circles can't possibly be doing much for the OP. They have stated several times that they aren't using mods, so repeatedly telling them to remove mods doesn't make any sense.
Nor is comparing your experiences with the game on strong hardware sets. When there are no idle animation replacements and no other outside forces making this happen, it is a symptom of hardware that is on the weaker end. A MacBook Air is not designed for graphics intensive games.
There is nothing we nor the player can really do about that except lower as many forms of stress on the game as possible (like graphics options) as has already been stated. If no one else has anything new to offer that hasn't already been mentioned so many times, we'll unfortunately be moving towards locking this thread up. But we'll leave it open just for now in case someone does have a helpful suggestion not already discussed that would actually be relevant to this player.

There are two things you can do that will absolutely stop this from happening. One is don't play this game on a MacBook Air. I realize those are not "real" solutions, but that's apparently all we can offer here as we are essentially talking about the laws of physics. EA never intended for the player to see what you are seeing, but it's still not a bug. You are running a game/EP on lower end hardware and, if you have no other choices for entertainment, then realistic expectations have to be lowered accordingly.
And I will try to state this again. MacBook Airs are great for what they are meant to be used for. I have one as a secondary device that recently replaced my much older and more powerful MacBook Pro that more than outlived its lifespan before failing mechanically. Airs are designed for things like surfing the web, email, streaming videos and conference calls, remote student and work connections, and they are light enough to be super portable. They are not meant for graphics intensive games. The reason the more modern ones can run TS3 at all is that over time the minimum configurations for an Air kind of caught up with the minimum requirements to run TS3, a game designed in 2008-09 after al, but that's practically by accident. And again, no one at EA looked at what you are seeing and said, "Yep, that's what we want the player to see."
I am afraid that some problems just do not have viable solutions.

It's not the general user experience other than at unusual times of severe stress being put on the game as already described. Is it possible that "every single system [you've] ever had" have all been lower-end on the hardware -- with integrated or lower end graphics cards in particular?
