Hi,
I have tried Traveler mod and it worked great (in TS terms, of course, nothing works really great in this game). I was able to finish my sim's lifetime traveler aspiration and also visit all other towns except for those 2 debug ones. My sim also visited one of them twice and also was visiting Oasis Landing a lot both before and after Traveler mod (but never through Traveler mod functionality, only through the default portal).
Now, I cannot go anywhere. The game would just crash on loading screen. This also includes Oasis Landing - even with all mods removed. However, regarding oasis landing - I have only tasted it trying to send 6 sims, tried to send through the default portal or time machine (again, not through the mod system which utilises the interface from the World Adventures). For other towns - I have tried to send 1 or 2 sims.
I also use ErrorTrap, Overwatch, DebugEnabler, Decensor, Hybrid and masterController. Maybe it's also worth mentioning that I use Smothness patch. But as I said, even without those mods and with all cash-files deleted I cannot travel now. My household now has 8 sims, so it of course has its toll on the game, but other people have more than 8 and somehow manage to play.

Depending on what version of the Smoothness Patch you are using, it is incompatible with NRAAS as noted here.
I think it's worth noting that taking mods out of an existing save isn't necessarily an indication that another mod wasn't the issue, removing ingredients from the soup once it's in there is a bit futile. Making a new save and quickly testing the travel options would better narrow down if some kind of mod conflict is always present.
When you say 'crash', do you mean the game closes to desktop or rather does it freeze ie. an infinite loading screen?
I ask because there are some mods out there known for causing an infinite loading screen on travel.

So, I've tried to create a new save without the Smoothness Patch, cleared caches, fully reloaded the game into it, tried to send just one sim to Oasis Landing.

Just to clarify something here, if the Traveler mod is present then there is no such thing as traveling without using the mod. It doesn't matter how the travel transition is initiated, the mod will take over and replace the EA one with one of its own.
This new save you mention, is it a brand new save meaning having started over from the beginning? Or is it still your progressed ongoing game essentially where you left it? As worlds/saved games progress, they grow in size and complexity. It may be the case that your current one has reached the point where the travel transition away from it is spiking RAM usage beyond the usual 3.5 GB danger point, which will always cause either a crash or an Error12 upon trying to save (which is just as bad) on any system and no matter how much RAM you have installed.
This is part of the "fun" of playing a 32-bit only game in a usually otherwise 64-bit environment, I'm afraid. No 32-bit application can handle more than 4 GB of RAM usage without crashing or losing its mind; with TS3 the hard limit is really ~3.7 GB due to some overhead.
To test this, attempt this trip on a freshly started up game session with ALL game options turned down to their bare minimum and Advanced Rendering off. The game will look really bad this way, but it's just a test to see if you can get past the travel transition with minimal resource usage and not to then play that way going forward after a successful arrival and Save As. Then, if successful, do the same on the return trip to make sure the same thing doesn't happen while trying to return home.
If what you really meant was that you started over with a new household, new homeworld instance (which homewolrd are you playing?), and a fresh test game entirely, not one that had been played and progressed up to that point, and still can't travel then that's probably a very different issue we haven't yet identified here.
