Autopaying bills for active households also doesn't work.
I guess if in SP the progression self is turned off the SP Money disables the mail carriers totally?
I just never had this problem before I had SP Money, if a household was at least played for 7 days (not in every load of the household as mentioned above, but just for the first 7 days).
Right now I only can give a bill to a household with the Debug Enabler, Add Bill.

But also after I did all the settings in Town Options (which I would normally go through immediately after installing a mod and sub-mod like SP Money) and after I played around with what I mentioned above, some households (1-3) would still receive bills for a certain time on normal bill days and in the normal amount of a bill for that certain household. But most households wouldn't receive bills anymore and to see if the others did stop, I would have to go on playing (which I'm about to do and I will have my eye on that).
Should I change this setting to something else?

I believe the EA default is 2.
What happens if you change it to 2, or even 1? I have previously had it set to 0 in my game and when I changed it to 1, the mail carrier returned within a day or two.

Because my game is in another language, I just discovered now that I nowhere have "Money: Property Tax Rate" - not in Town Options, Household Options or in SP Options: Money.
I only have "Money: Income Tax Rate" which I would rather not want to use, because I would like to have my bills calculated as they are originally by the lot value and not by the income of sims.
Though this was originally set to 2, as I had a look when creating a new town.
All other options that could - due to my understanding - effect bills coming in are set as originally by the mod.
Now I'm really curious about what is altered so that I have no bills coming in anymore.

That is strange because both options should appear if you have SP's Money module installed. Can you confirm whether you still have the Money module installed?
Also, I think this may be part of your issue.
If you want to troubleshoot this further, you could try a test game with the SP Base mod and Money module installed, reset all settings back to default values and make sure SP progression is enabled.

thank you for holding on to my issue. I've now found the problem. The german translation for SP Money was not complete; "Property Tax Rate" was missing in Town Options.

The option was then set to 0 in my game. Since I switched it to 1 (as it is originally set when creating a new town) the mail carriers appear again and the bills seem to have a normal amount.
