Here I am again. After my previous problem is solved, I stumbled upon another one again.
My Sims can no longer build certain skills, or only very slowly.
This is the first time I've had this problem in sims 3 and I'm quite frustrated by it. I've been playing the family for so long and I don't want to give it up. But not being able to build skills is boring.

It started all of a sudden. I've noticed that one of my witches should have been on the next level a long time ago. When I watched her "playing with magic" I noticed that she doesn't get any skill points. The blue bar is there, but it's stuck.
Then I noticed the same problem with other Sims. With the fishing skill and the advanced technology skill.

If I reset the sims completely with master controller it seems to work again for a moment but very quickly after that it gets stuck again.

Then Overwatch has the "Clean up Skill Modifiers" option which is supposed to help with the bug, but that doesn't work for me either.

Is there anything else I can do, or is my only option to give up the family and not touch the game for the next few months out of sheer frustration?

You are using NRaas SP, correct? If you check the Sim Options on the affected sims, does it show that skilling is disabled?

I'm still in Oasis Landing. That means I didn't activate SP there.
And it's not like skill building doesn't work in general.
With some skills it works normally, with other skills building the skill does not work at all and with other skills it is extremely slow. But it affects my whole family. I heard this is a long existing bug and I googled it and saw a lot of posts in different forums about this (from 2011-2021) but al f them mentioned overwatch to fix the bug but for me this doesn´t seem to work.

Are you also using Relativity with perhaps skills scaled to life span or skill gain factors that are too low?

No, I only use Saver , Register , Traffic , Overwatch , Woohooer , Tempest , ErrorTrap , Story Progression and Master Controller.
However, it now appears to be working again.
At least almost.

Could it be that skill building has something to do with lifespan? Since I hadn't activated story progression in Oasis Landing and it bothered me that my descendants age too quickly, I set the lifespan to "epic" in the main menu.

When I then had problems with the skills, I set the lifespan back to "normal" and instead activated story progression and stopped the aging with the mod.
After the lifespan was back to "normal", my sims could learn the skills that were previously stuck normally again. And I also noticed that my sim was suddenly promoted much faster in his career (astronomy). Before that, the bar hardly moved for days.

However, I also reset the entire city with "master controller". So I have no idea which of the two actions helped to solve the problem.

Only (and that's why I said "almost") the magic skill still seems bugged, my witches can't evolve it without me cheating. And I have no idea why. Is it because they're not on their homeworld?

It's not recommended to adjust the lifespan settings for on-going games as it can cause all sorts of oddness.

SP has Adjust Performance to Age Span setting which is enabled by default.

It should be fine outside of homeworld as far as I'm aware.
