Role Sims, homeless, service Sims, oh my. Something tells me we're not in Sunset Valley anymore.

The scripterror has to do with the proprietors' dream managers. Try installing Dreamer. If that doesn't help, reset the sims in question with MasterController: click on City Hall and select NRaas > MC > Sim > Advanced > Reset Sim, X out the filter, find the sims on the list, and let the mod reset them.

Since these are NPCs, they shouldn't have dream managers in the first place. But if the above doesn't work, you can run MC > Town > Drop All Dreams and Opportunities as well. As you might expect, this drops all dreams from all inactive sims at once. This is less than ideal if you're playing rotationally and want to keep other inactive sims' wishes, but if you only play one household, you won't notice a difference.

Something is assigning them a lifetime wish which normally shouldn't be a thing. I'm not sure if this is user error somehow or a new mod that believes this a cool idea. We have a lot of those lately. You will probably have to use MC to TA the Sim and let a new one be generated to get it to stop although if you have something that is assigning those it will start again.
