I am having problems even starting a day care, I have the center, worker, Followed
nraas - Babies - Toddlers - Children and have looked through all of the FAQS.
I have followed Raas > Retuner > Settings > General > By Object > Sim* > TakeCareOfDaycareChild however I am not sure what to change in the settings? I would love your advice.

What exactly does not work? You need a sim to have the career daycare, the "center" is the lot where he lives.
So the easiest way is to have one of your active household sim be daycare (you can use Mastercontroller to assign the career).

Or you give the career to a sim who is "living" in your town, a residential sim.
One problem can be by some time that he/she will get demoted and must attend a city hall course, which you might not realize if it is not your active sim.
