I just use the bulldozer in edit town, like igazor. If an empty lot has the "house" tag, the bulldozer will just delete anything on it, and the tag will change to the diamond. Only if you use the bulldozer on a "diamond" lot, the lot itself will be deleted.

Not always I know of a few lots mainly in Moonlight Falls using the bulldozer will delete the entire lot, learned that the hard way when I was converting some of those parks into residential lots.

I will draw a wall onto the lot first, and then bulldoze it, that way I am sure I am deleting the contents of the lot first, and not the lot itself.
