Is this actually supposed to age up the sims who are not? I keep getting these checks on several of my workers in town. I can't remember if they are just homeless vagrants, or service or whatever, but I keep getting them on the same 4 sims each night. All I know for sure is they are not residents. Is this supposed to fix that or do I just need to find them and age them myself?

The check does age up resident sims, at least most of the time. I've seen plenty of those messages, but I don't think more than two nights in a row referencing the same sim, so it does seem to be working. However, a homeless role sim won't have the opportunity to age up because they have to go off the map to do so. I've seen igazor post about this a number of times, and the answer is always the same: use MC to push them back within their current age stage, TA them, or make them residents.

I guess it's possible that if you somehow have resident sims in 24-hour role positions, they might not be able to age either, but I've never tested it.

For these sims, you can run an MC Status report to see exactly who they are.

Thanks. I will just age them up myself. I think the game got a couple of them. Tonight only two of them showed up in the messages.
