Litter Mates Can't Autonomously Woohoo

Hiya,
I'm having a problem with autonomous pet woohoo. I'll be pointing at dogs specifically since that's the species I first noticed having issues, but I reckon cats and horses are having the same problems too.

Dogs with the litter mates tag auto-cancel autonomous woohoo. They tend to just stand around for several sim hours spamming (and immediately cancelling) the woohoo/try for baby interactions until one of their needs get low enough to push them to do something else. However, I don't have an issue with manually directing litter mates to woohoo. It's only when they try to do it on their own that they cancel it.

I did some testing in a new world with my cache files cleared and all of my script mods removed aside from Woohooer, Master Controller with the Cheats and Integration modules, Saver, Overwatch, and ErrorTrap. Woohooer's liking gate settings were set to 0 and the romantic requirements for autonomy were false. I watched a few different pairs of dogs, and only the pairs that were litter mates were having woohoo troubles. Switching Woohooer's near-relation settings to true didn't fix it. Even blood-related dogs could woohoo just fine.

Unfortunately ErrorTrap isn't catching anything, so I don't have any logs to show. I'm at a bit of a loss as to what's causing only litter mates to behave this way. Maybe there's a setting that I'm completely overlooking? Any insight as to what could be going on or what other troubleshooting I could try would be fantastic. Thanks!

I have heard reports of issues with autonomous pet woohoo but being specific to litter mates is new. Perhaps that's what I was missing during my testing. This may be EA fighting back as that's obviously not meant to be a thing in vanilla. I'll note it for review.
