Is the only way to "Register as Professional" for a sim to have access to a computer? The documentation seems to say that is an option from the Sim menu, too, but I don't see it.
If I click on the sim > nraas > woohooer, I get the settings dialog for woohooer. I can only register as a professional from a computer, which is a bit of a problem when I am playing in Roaring Heights, which has no computers on any public lots.

The sim interaction for that has always been fussy. I've found that the only way to get it to appear, and even this doesn't always work, is to play a different household and use NRaas > Woohooer on the temporarily inactive (not controlled) sim to see if the correct much shorter set of options comes up.
Note that the sim in question does need to be up to at least Level 1 on the KamaSimtra skill or they cannot be registered.
The other way that doesn't involve switching households would be to place a computer at the town's library or some other community lot at least temporarily to run the process. Then if you really don't want a computer in a 1920s setting, take it away again.

Thanks for the info. I'm disappointed, but appreciate the answer.
