I have zerbu careers mod installed, created a special lot for politicians with lots of mirrors. But even the ones who have highest mood and maximized charisma skill don't gain progress in career perfomance. I installed edited tuning file which was posted here but it still doesn't help

Are you certain that the skill levels are not slowly increasing numerically, as shown by say MasterController? In a previous post here you reported that inactives sims' skill meters are not showing up, but they aren't supposed to show on sims who are not actively controlled.

Oh sorry, I must have read your post far too quickly. Are the numerical scores for job performance, seen by way of MasterController, not increasing (or decreasing) at all or is it the case that these sims are increasing and decreasing but just not getting promoted to higher job levels when they should be? Is StoryProgression in play and might any settings be in place to throttle job performance or progression?

Is that the only career where this is happening?

It's happening i guess with all of careers, i checked sports and political.
I also checked MC's job perfomance and when sim is not on career lot, it's decreasing very quickly. But perfomance is not increasing at all even with the highest mood and skills.
StoryProgression never was an issue: non-active and active sims who still work in rabbit holes are getting promoted and their job perfomance can increase

Unfortunately, problem still isn't solved. Perfomance doesn't change, nor decreasing or increasing, for ones who are working in zerbu lots.
I also have installed MadamDoofie Minimum Wages mod, most of nraas mods
