I've seen this in my game several times over the last month, where when starting a new game some NRAAS mods don't start up, and others do so partially but remain in a non-functional state. It will remain, even after reloading the save, until I start a new one.
This is a visual example, and the tell-tale signs of it's presence for me (I took this after the story progression pop-up, after waiting for a bit).
It seems to be exacerbated by the game being paused after loading a family for the first time in a new save, while the mods are starting up. I'm wondering if a) this is a well-known issue, and b) if there is a protocol for what to do in the first moments of a new save, with NRAAS mods or otherwise.

I have a confession. While I was pulling apart my mods folder during my 50/50, I found a folder hidden in another folder that wasn't supposed to be there. I feel silly. I thought I was beyond such simple modding errors (and arrogantly thinking I'm too experienced to make mistakes) and I apologize.

No, that's definitely not normal or common. That's usually a symptom of using mods that aren't compatible with your patch level. You'll want to go through your mods and make sure everything is for the patch you're using.

I reinstalled and started playing again recently, so I have patch 1.67 and the versions linked on the /Mods-List page with few other mods installed. In the case above, I'd been playing another save, had the problem in a new save, but didn't have it in a second one I created. Likewise, it does not appear mid-play if it's not present at the start.
Thanks for the clarification. I'm going to try deleting my caches and keep playing (and thereby experimenting), but I'll 50/50 for good measure and try again first. If I find anything else out I'll come back and share it here so it's out there. I hope you have a good evening.
