Essentially the problem is that I downloaded the Master Controller Integration side mod in the hopes that I could go into CAS and press the three dots at the bottom (...) and then have options show up that regarding Master Controller CAS settings, but when I click the ellipticals, nothing shows up.

Hi there. It should be a right-click on the "..." button to bring up the MC Options panel, not a left-click. A left-click would still bring up the EA commands for Quit, Save, Edit Town, etc.

Also, just to confirm, you do have the MC base mod installed as well as MC Integration? Are other MC commands showing up in-game on sims, lots, and City Hall under the NRaas menu?

And note that script mods are not fully loaded until a sim is selected to be active and the game clock is moving forward smoothly for a few sim minutes. If you launch a game save and jump right into CAS or Create a Household, you will almost always be in the EA version of CAS, not the MC version.
