Preventing romance between non-attracted sims

Unsure if this is a Woohooer question or a TS3-in-general question, but: are sims supposed to reject romantic socials from those they’re not attracted to?

At first I thought they were; but then I read around and thought they weren’t but Woohooer adds a rule to that effect; but then I noticed that my sims were still letting sims they weren’t into (no “attractive company” buff, attraction scores in the 80’s/90’s or lower, the game says it doesn’t consider them attracted when I add a debugging message to check) flirt with them. Am I misunderstanding how Woohooer uses attraction scores? Or are my settings just not strict enough?

Sims will still accept romantic interactions from sims they're not attracted to if they're in a good enough mood, and if they otherwise like the sim overall. I've had sims agree to go against their established gender preferences, for example, or be flirty with sims they think are a 1 out of 10. It does seem a bit harder to get a positive reaction—for example, I might need to push the relationship 20 points higher first—but it does work in the end.

I have no idea whether there's a master on/off switch somewhere that you could toggle to prevent this, or whether you'd need to raise the threshold for accepting romantic interactions overall, thereby making it harder for sims that are mutually attracted as well.

Hmm! Based on those cases, I wonder if the reason Woohooer's attraction-testing rule doesn't always get used is that it's farther down the list of rules, and so it's only reached if the high LTR or good mood rules aren't accepted first? I wonder if it's possible to set the order of the social rules for an interaction, so the attraction one is first and none of the others are even tried if the sims aren't attracted to each other.
