I sometimes have issue with clicking an object directly for make out, woohoo, risky, and try for baby.

I can get the convo to extremely irresistible and the woohoo option will usually come up in the pie menu. But if I try to select the toilet stall for woohoo, while still at extremely irresistible there are no options.

I've used the debugging option to view the tooltip and for my target sim it says
Jake Dowdy: Target
Scoring Fail
InterestInRomance

I'm just not sure what that means. Does it mean the target sim would prefer to be in a relationship with my sim? That's what I've assumed in the past, but that target had Hopeless Romantic so I just shrugged it off.

Under "Details on some of the more obscure tooltips" you can find some answers which might clarify your question.

Some Sims are scored to not be interested in romance/woohoo to add some depth to the simulation and control autonomous actions. You have scoring enabled for user directed interactions which you can disable if it is a bother.
