I'm afraid that I already asked this question quite a long time ago but I really cannot understand the part where you should own your own Vacation Home before changing the Homeworld in the FAQ.
Lately, I'm trying to change things up and try to move my Sims from Riverview to Barnacle Bay. So far, the game gave me a free house to live in (I have University Life but not WA), and the next thing I did is to purchase a "Vacation Home" (I put a Player-ownable lot as the FAQ said and had my Sims buy it). After buying it, I immediately invoked the Change Homeworld function and saved and quit the game. When I returned, they game still considers the base camp / free house as the main home. Where did I go wrong?

You left out one step. After purchasing the vacation home but before invoking Change Hometown, you need to move your sims into it otherwise it remains a property this is at their disposal for optional use and not where they are actually living. I don't mean have them go there just to be standing on their own lot, I mean actually use the Move command to move them in so the new lot becomes their home in this world.
When the move-in animations are complete, then we invoke Change Hometown.

But the problem is I don't see any Move command from the menu. Maybe I guess I'll just plan ahead and buy a vacation home before moving, then?

Bumping this thread for a different topic.
So I have successfully changed Homeworlds and 20 in-game days later, I decided to visit my original homeworld, Riverview. One thing I noticed upon return is that only half the town had aged & the other half does not. Is this a sign of savegame corruption? Will I further complicate things if I aged them manually myself?

The aging data for a foreign world (so I mean back when active gameplay was in Barnacle Bay) is held pending in the TravelDB file. Sims back in Riverview won't really catch up to their pending age data until they are simulated again. So when you next arrive in Riverview, it can take a while, as in maybe a few sim hours depending on the size of the population, for that to happen and for any potential age-ups to the next stages and deaths from old age if relevant to process. It won't necessarily happen all at once.

The in-game clock hanged for 4 in-game Sim-hours (my family arrived at 3 am, the clock ticked for 30 or-so minutes, freezed for several minutes, and the next tick is 7 am) and all the while the Nraas SP notices are all over the screen (age-up, new boss, death, new Sims on the block...), so I guess I have been on Riverview long enough. Unless we're talking on a scale of Sim-days to have SP adjust all Sims in town, I guess I'm all good.
