So, this has happened on two Sims. I realize there may be more information needed as far as what I've tweaked, but the first Sim the option wasn't there at all. I tried the friend interactions to see if it would show up, but it never did. There were some romantic interactions prior to me trying to ask.
The second Sim, the interaction was there, I initiated a Romantic interaction and then the option wasn't there any more. And I did the whole Friendship interaction to see if it would appear. Nope. I also tried (on both) to achieve a "going steady" option, but think that may have more to do with the other Sim's relationships and how they're viewed in that regard, but I can't be certain. I know it wasn't my Sim. I had used "Clean Slate" prior to both these interactions and hadn't had any romantic interactions up until the first (above).
Also, how do you get the option for "Scan Room"? I don't seem to have that option either.
So, if there's something specific (or general) that someone knows that might be the issue, I'm all ears. Thanks. It's much appreciated.

Those STC (Short Term Context) reliant interactions can be tricky. Sometimes there seems to be no reason why they disappear and do not return right away when the short term level gets back to Sim A thinks Sim B is being friendly. The moods of the two sims are going to count. But we do know that you cannot interrupt the chain of interactions with a Romantic (Funny, Mean) one if you are trying to get a Friendly one back on the command menu because that will trigger the need to start all over again. Sometimes all we can do is keep trying. And sometimes we give up and use MasterController's Add Sim just to get it all over with.
What's funny (to me) is when Ask to Move In shows up more easily than Ask to Spend the Night. I mean, all I wanted was a nice evening together and to cook you breakfast in the morning. Not to move your entire life into my living space. And no, as much as I love kids and animals you may not bring your four screaming children and eight cats and dogs with you.
Scan Room is a function of Woohooer. It appears on the active sim, it's a personal interaction and not one you can run on a sim other than the current actively one. Other than the mod being present, the only other requirements are that the sim is a teen or older and there is actually someone else of the same species in the room with them.

As far as Scan Room, if my Sim were outside, would that allow it to not show? I don't think I've tried in an actual room.
Addendum: Leave it to a save/exit/startup to resolve everything... still haven't checked the scan room... was so happy "Move In" showed up. Thanks

Outside like in your front or back yard (this counts as a room, sort of), on a community lot, or on the world lot (the places where there is no lot such as standing on a road or sidewalk)? If sims are nearby while actually on a lot, those should be showing up.

I just wanted to add here, that I recently had this problem. I have absolutely NO idea why the "ask to move in" option would not appear. At least 2 or 3 times I tried something like 15 or so straight friendly actions and it just would not come up. He was an Elixir Shop cashier, but still the option should have come up. I finally just gave up and MC'd him into the household, lol. This was in Union Cove which is a (huge) custom world from Carl's forum, but still the option *should have* come up. I have since, given up on that world b/c it's just waaaaay too big to be actually playable.

Was the cashier a homeless NPC or a fellow town resident already? Role Sims can be either. You might see Ask To Be Roommate way before or rather than Ask to Move In for homeless NPCs, but I would have gone with the MC > Add Sim method myself if nothing else seemed to work.

I think he was a "homeless" npc added by the game to be the cashier. I don't remember now if "ask to be roommate" came up or not.
