No career success, please
The question is simple: how to stop active sims from raising their career level? I know they can skip work sometimes, but I want to know another way to solve this problem. I don't really like the idea that sooner or later everyone becomes unrealistically successful manager or something like that, I'd prefer something more modest.

Do you wish to stall actives' job performance entirely or just make it really difficult to advance through the higher levels?
I suspect the latter, in which case this should help but note that it will affect inactives as well:
NRaas > SP > General Options > Options: Careers > Options: Job Performance > Job Difficulty Scale > (set to something much higher than 1)
(same menu) > Stepped Job Difficulty Scale > (set to something much higher than 0, this is what by percentage throttles advancement through the higher level careers)
(same menu) > Adjust Active Performance > True (as is the default)

I wanted to entirely "freeze" the success indicator or whatever it's called. To make it look like the situation of inactive characters when deactivating story progression. They regularly go to work (or almost), receive an hourly wage, but they have no success. They always remain in the same positions. Thanks, I'll try to check how this SP option works, but what approximate value should I set to get what I'd like?

I have no idea to be honest, that will take some trial and error.
But to freeze career progression entirely, NRaas > SP > Town (Household, Caste, Sim) Options > Career: Allow Progression > False will do it for the sims it encompasses. Not too long ago I accidentally left a sim with this option on False when I began playing his household and no matter how hard he worked while I controlled him, his job performance for his current level never went above about 4 (out of 100). I thought the entire career was broken until I found the errant setting.

For rabbithole and EA careers Allow Progression False is the right setting (I never allow progression either the whole order makes no sense anyway).
If you are using Zerbus Ultimate Careers get the tuning package and modify it to never progress in any direction.

This is exactly what I need. I use a standard careers and rabbithole, so I think I'll be able to prevent any undesirable move up the career ladders.
