I'm obviously overlooking something obvious here because I still cannot get these degrees to link to my careers (either that or I'm being exceptionally thick at the moment). Do you have an AdcademicDegree XML within your .package? That's what I've been doing (and associating that in the .dll file) but the sims don't get the bonus?
