I'm playing twinbrook right now and the lag was terrible. I remember I haven't downlaoded the world fix for it since I don't know what that will do to existing saves. So I tried deleting the pets which constantly run down the slopes and casue routing issues. I set everything to 0 for Animal Control but sometimes when I check with Total Annihilation, I still see some horses, cats and dogs spawning. Are they being adopted? I can understand the cats and dogs but I haven't encountered a situation where SP pushes for horse adoption.
I just need some confirmation on this.

Our developer should correct me if I am mistaken, but I believe this a known issue with Register at the moment. The Animal Control settings will still allow strays to spawn when it shouldn't, but when this happens they are reported to not stay in the world/game for very long.
The Service Sim animals in the adoption and horse breeding pools wouldn't be covered by that, but they don't spawn in the world unless someone actually does adopt a pet and don't really cause any overhead because, until then, they are merely tiny (furry) bundles of data not really being used for anything.

Oh, that's rather unfortunate. How long do they stay in the world for? While they are spawning, I don't see horses coming to my lot like before.

Not sure as in this case I'm only going by what other players have reported. A few sim minutes, maybe a bit longer, but hopefully not long enough to be getting stuck or route failing anywhere. So it's not like the mod is totally ineffective. Animal Control is usually more critical in worlds like Isla Paradiso that have far too many traps/badly designed lots for animals to get stuck on. Twinbrook is not widely known for inducing world lot lag.
I take it your other worlds (hopefully) play better than this? Have you changed anything about your game or mods that simply work better elsewhere?

I was busy supermaxing my sim at Lunar Lakes initially before switching to Lucky Palms then Twin Brook. Both the initial two worlds played very well. I actually only switched worlds because I just wanted a change of scenery after seeing the same place for 14 sims weeks each. I have the NRAAS mods and some simple scripting mods like Store All Harvestables and Store All Books but that other than that, it's just tuning mods. However, once I switched to Twinbrook, I noticed some severe lag not even 5 days into the first week.

Just because they are listed doesn't mean they are spawning in the world. They could be part of the adoption pool which the settings in Register don't control. Have you seen them in the world?

As long as it's not the version that affects the pets adoption pool then they should still be able to adopt. I just had a horse try to use a taxi boat while routing on her own in Twinbrook. Only discovered it because the game started lagging. I do have a little bit of lag sometimes in this world (ellacharmed's fixed Twinbrook) which now makes me wonder if the wild horses try to do this sometimes too. The one in the pic is the one and only playable horse, don't think I've ever even had them in Twinbrook before.

I can't say for certain. I just know that the lag largely disappeared after removing the horses from my game. And after seeing your image, I'm glad I did.
