Help with installing
Hi there. TS3 does not come with a Mods folder built in, the player has to add one with the correct two subfolders nested inside and the required resource.cfg file that make it all work. We call this the "Framework" that is required for the game to load any kind of package based content. It's downloadable here (save elsewhere, unzip, and put the entire Mods folder into your TS3 user game folder in Documents). It comes with two sample test mods, NoIntro and NoBuildSparkles, that can be used to test the setup before adding anything else to it. After testing, you can keep or delete the two sample mods as you wish.

Additional mods or any other package content should be unzipped and and the package files added to the Mods\Packages subfolder.
Is this what was needed?

Nope I have all that. But none of my mods seem to be working.

1 - Have you tried clearing (deleting) the scriptCache file, if you do not already routinely do that?
2 - Leaving out NRaas and all other mods, do the two sample test mods that come with the downloadable Framework not show up on startup?
3 - Do a Properties (Windows) or Get Info (Mac) on your TS3 user game folder's DeviceConfig.log file. Does the Modificaiton Date/Time match the last time you started up the game? If it is older, then you have another, unwanted game folder elsewhere on your system and the one you are adding mods into is not the one being read by the game. If on Win 10, a common place for this to happen is within OneDrive.

And is your TS3 user game folder incorrectly located in OneDrive as the player on the other post you commented on shows in their screenshots?

Can we see some screenshots please (uploaded to a third party image sharing service) of the following in Detail View, showing the path to them and their contents (as much as possible) -- your TS3 user game folder, your Mods folder, and your Packages folder.
