Sims immigrating but still have empty houses

What I mean is that there is immgration in my town (non-EA empty world) but all the houses are unoccupied.  I thought the purpose of Immigration was that Sims would be moving into those houses.  What's the point of "immigration" if no one actually moves in?

Hi OneCrazedAnarchist!

I have the feeling the sims you are seeing around town are not actually immigrants but perhaps service and/or role sims. Are you using NRaas Story Progression? If so, have you checked that immigration is turned on in the settings? By default, it's turned off.

You can check by clicking on the following:-
City Hall > NRaas > Story Progression > General Options > Options: Lots > Options: Immigration/Emigration > Immigration Gauge

If the value there is 0 (zero) then immigration is not enabled. You need to set it to 1 or higher. How high depends on other things but setting it to 1 will turn it on. Once you've checked that, let us know if you need more details. I would direct you to SP's Immigration FAQ but the page doesn't seem to be loading at the moment. Sorry about that - we'll get it fixed soon. :-)

I am currently using it and Immigration is turned on.  It's set at 600.

What do you mean by immigration is "set at 600"?

If you have set the Immigration Gauge to 600, that is a value so high that likely no sim households will be immigrating in. At most one household per day will immigrate whenever the pressure conditions exceed the Gauge value. A more reasonable Gauge value to use for a world you want populated, slowly again no more than one per cycle of the immigration manager, would be something more like 20. Depends on the world and its conditions, though. At 600, you should be getting daily reports of there being no immigration because the pressure only adds up to x (some much lower number) and here are the factors contributing to the actual pressure score.

If you mean that you have set Rapid Immigration to 600 (that would be asking for a lot of households!) and no one is moving in still as it decrements down 1 point every 5-10 sim minutes, then something else is wrong such as the houses you have available are not meeting the needs of those trying to immigrate in or you have SP's population cap set too low.

The way to tell if you actually have immigration happening or not is to check the resident population with MC. Just looking around to see if sims are wandering about in town doesn't tell you anything useful as Sarah points out. The game will push whomever it can find to wander about the world and make it feel alive and it will use homeless sims if it can't find residents. On City Hall or an in-game computer, NRaas > MC > Demographics > Population > "X" to dismiss the filter. It's the number of Residents that is key here, not the others reported alongside of that.

I do get daily reports and they're usually 20.  So if 600 is too high to set for the Immigraton Gauge, what is a more reasonable number?  I'm sorry for these question; I've never used this mod until just recently so it's all rather new to me.

I checked the population and here's what I found:
Household: 1 (current active household)
Residents:  3 ( current active household)
Homeless:  0
Tourists:      0
2 Males, 1 Female (probably current active household)
0 Pregnant Sims
1 Toddler (current active household)
1 YA (probably current active household)
57 Service

I changed the immigration gauge to 80.  Maybe that will help.

I've already said that a more reasonable value to try is 20. Sorry, but you aren't yet getting the point of the Immigration Gauge. I expect the lightbulb will come on any minute though.  :)

There are conditions in your world that contribute to the Immigration Pressure. You can't manipulate those, they just happen. Some of the ingredients are careers, lots, friendships, pregnancies, etc., there will also be a daily element of randomness. Whenever the pressure check adds up to MORE than the Gauge value you have set, one and only one household will immigrate in provided there is suitable housing for them. If you are getting pressure scores of 20, then a Gauge setting of 80 is still too high. Try 10 or 15. But be prepared to change it because right now the only resident household in your world is your one active family and the mod probably doesn't know quite what to make of that yet.

If you want some immigration to happen NOW, leave the Gauge at (any) positive number and use Rapid Immigration from the same menu. If you set Rapid to, let's just say 25, then once every 5-10 sim minutes a new household will attempt to move in and decrement the Rapid value by 1 whether successful or not. After 25 tries, Rapid will be down to 0 again all by itself, it's like placing "an order" for that many new households.

Okay, I changed the gauge to 15 and turned on Rapid Immigration and it seems to working right now.  I did just get a message that says someone decided to settle in the town. Hopefully, this will fill up this world.
