I revisited another world after 8 weeks. I checked using MasterController that Sims from that hood age, but upon arrival the is on the same state as when I first visited it.

The household I used to travel there for the first time is different from the one that revisited.

Back in the homeworld, you can check the age of foreign sims using MasterController. See whether the age of your foreign sim is changing after the aging manager fires at 12:01am.

It does change every day, but their ages reset when I return.

Interesting, I will have to check on that then.

Is anyone willing to take a look at this? I'll try it myself too, but it'll could take time as I haven't modded anything in Sims 3 yet.

Update: It still works if you travel and returned as the same household.
