Only one way is to leave Curfews alone or take out the Careers mod.
I was able to get similar results when I tried it not the same as you had happen but enough to let me know that the Careers mod did get agitated when the Curfews got messed with.

It seems to me that the reason the Careers mod deals with curfews is that a few of the Part-Time Careers for teens would lapse into the default EA curfews and that could cause problems so the Careers mod overrides the curfew system with it's own.

The careers mod only adjusts the end hour tuning if it's greater than 3am so it doesn't affect teen careers. There's no way to agitate it or have it cause adults to be affected by the curfew. StoryProgression has code in place to block against older than teens. Peculiar that it is causing this effect.

If it helps the results I got was the teen ended up getting the Out After Curfew moodlet every time she left the home lot. Her mother and it didn't matter what time of the day was always trying to go home immediately after arriving on a community or other residential lot and the rest of the town never left their homes except to go to work or school for 3 days.
