'search for broken items' search not fix-able item

'search for broken items' search not fix-able item

this funtion search items that can't fix with handiness skill - such as "table that scratched by pet" - my repairman job can't working.

I've seen this reported before but every time I look at the code it looks ok. EA must be doing something weird. I'll ponder how to fix it.

Ah yes, I found the issue. This has been fixed in testing.
