so I was playing in another world where I already had an existing Tunings.Package working, and then I modified some more settings and then exported it only to see that whats inside the Tunings.package was not carried over but instead the new batch of settings I tweaked while its "easy" to "merge" the tunings I need to compare and contrast if I didnt exactly overlaped those changed thus resulting in Retuner going back to vanilla numbers
or should I just use Overwatch to export the retuner settings in an attempt to "universalize" my changes assuming I can export it as an .xml?

In game is not going to export file based tunings I'm afraid. You'd be better off making all changes in game and exporting when you make changes. The overwatch export will be a library file.

so for now I may just have to make a tuning package back up in anycase I accidentally returned almost all values back to their vanilla values
cause in this scenario what happened was I exported my initial retuner settings from Moonlight falls got the tuning.package and then pasted the error script generated by retuner, and installed the tuned package that way as it should
then I made a new save this time in Isla Paradiso and made some more tweaks based on my experience with playing in that world which is where my issue lays with the new errorscript generated
so for now I may just have to make a tuning package back up in anycase I accidentally returned almost all values back to their vanilla values

if you create different retuner settings, you should rename the exported file XML so you know what it is.
The package tuning is for global settings.
Otherwise you can export the "edited" in-game with Overwatch and name it like Retuner-IP.
This you can import via Overwatch in another new world instance of IP.
