I started a new town and I noticed that when two sims get married that nobody changes their name unless they are part of the active household. I used StoryProgression to try setting it for the whole town to prompt upon marriage, but it's still only happening for the active family. Non-active sims just don't change any names upon marriage

Definitely sounds unusual, as even the SP defaults will roll marriage names for sims (and even the EA SP, I'd imagine).

Are there any other major in mods in play that might be conflicting? If you're unsure, you could provide any ScriptError log (even a harmless Correction Log that has generated after playing) from the game folder so we can see what scripts are loaded.
Is StoryProgression enabled (Enable Progression set to True)?

I can't think of any non-NRAAS mods that would interfere. SP is Enabled

Nothing is standing out to me in particular as an issue, others may have more experience with certain mods in that list though.

Have you made any changes to the marriage name options through StoryProgression?
Romance: Marriage Name and Romance: Marriage Name: Same-Sex control the surname that is chosen, they may have options that prevent it altogether.
If these haven't been modified, the main thing to do would be to test if can you replicate the issue after temporarily removing all non-NRaas mods.
